The media nickname killer robots dates from a campaign launched in 2013 by NGOs seeking a pre-emptive ban. The precedent they invoke is anti-personnel mines, banned by the Ottawa Treaty in 1997, or blinding laser weapons, banned as early as 1995 — two rare cases where law ran ahead of use. The war in Ukraine has accelerated everything: drones have become a conflict's mass weapon, and autonomy an answer to communications jamming.
